U.S. Reverses Licensing Requirement After Industry Pushback

The U.S. government has lifted export restrictions on Anthropic’s Mythos and Fable artificial intelligence models, clearing the way for the company to restore broader access to two of the most advanced AI systems released so far.

The restriction had required Anthropic to obtain a license before making the models available outside the United States. Because the rule also applied to foreign nationals, complying with it at scale became difficult, pushing Anthropic to suspend public access to the models.

Anthropic said it would begin restoring access on Wednesday, July 1, following weeks of discussions with federal officials.

Commerce Department Cites New Security Commitments

Commerce Secretary Howard Lutnick said Anthropic agreed to work more closely with the U.S. government on security protocols, model standards and future releases. The company also agreed to report malicious activity linked to the models and take steps to detect and address risks.

The decision marks a shift in the Trump administration’s handling of frontier AI systems, which has drawn criticism from parts of the technology and cybersecurity communities. Some experts argued that the restrictions did little to reduce risk and instead created uncertainty for companies trying to release advanced models responsibly.

Mythos and Fable Return Amid Global AI Competition

Mythos was first made available to select organizations in April, while Fable was released more broadly in June with additional guardrails. Both models attracted attention because of their advanced capabilities, including potential use in identifying and exploiting software vulnerabilities.

The policy reversal also comes as AI companies in Asia continue releasing models that are approaching the performance of leading U.S. systems. That rising competition increased pressure on Washington to allow American AI developers to compete internationally while still maintaining security oversight.

AI Companies Face Unclear Regulatory Future

Although Anthropic has regained the ability to offer Mythos and Fable more widely, the episode highlights the uncertainty surrounding U.S. AI policy. The Trump administration has signaled interest in reviewing powerful AI models before release, but companies remain unclear on how future rules will be applied.

For now, Anthropic’s agreement with the government appears to offer a path forward: expanded access to its models in exchange for closer cooperation with federal officials on safety, security and monitoring.
